No it means they never gave me any feedback after the first personal interview

I don't really understand how places can just not give feedback/answers/decisions during this process. I once applied for a job that I got a rejection letter from 2 months later. I appreciate they sent it at all, but kind of assumed the rejection when I didn't hear from them in a timely manner.
