Could be simplified by combining pairs of adjacent regions to reduce noise, but really it’s just adding a subjective categorical piece of information in order to account for regional differences. Like the comment about Hawaii, I can imagine HI, AK, FL, and ME all have large cultural differences that may have an impact on the data.
