Bún Bò Huế it should be. Taste completely different , of course.
Phở : flat noodles, colorless-ish soup, strong Star Anise scent. Bún bò huế (Huế style beef noodle) : cylindrical soup, Red-orange colored soup, taste of Fermented shrimp paste. Best with sauté chilli

Also. Try adding around 2 tea spoon of lemon juice ( if you can endure the acidity taste) + a touch of Vietnamese fish sauce + saute chilli on Bún bò. You can thanks me later.
