I'd say no, but I imagine technically if you rubbed DMSO on your balls, it would cause you to taste garlic just as it does when applied anywhere else on the skin.

The balls aren’t your scrotum so that wouldn’t work even if they did taste unless you were doing some horrific stuff

Okay, pedant. On your scrotum then. The skin of your scrotum. Massaged into the epidermal layer. Shouldn't take more than a few minutes, perhaps much less to start tasting a garlicky taste. (Note that I am not necessarily recommending this...DMSO has been found to easily carry many chemicals through the akin and even accidental contamination could contribute to a poisoning)
