Well in that case context is everything. Multiplayer games it is probably more likely to be cheating. Single player if you exploit the game, its only your play experience you're changing so usually do whatever you want.
Let me ask you this: if a rich person manipulates the tax system completely legally by exploiting the existing loopholes, and as a result, pays next to nothing for taxes, are they cheating?

If developers have it in the game it’s not cheating. Like in fighting games you can often cheese wins by doing the same move over and over and honestly it’s legit because it’s just playing the game. Might be considered lame but it ain’t cheating. Likewise you can sometimes skip parts of levels in platformers which again isn’t cheating. Something like using an external program to give infinite lives or infinite health would be.
