Old consoles could only display a limited number of colors, so limited color palettes has become a characteristics part of the pixel art look.

It is impressive to get this amount of detail with only 9 different colors total for shading and highlights and everything. Any other medium it is impossible to strictly limit yourself to a specific set number of distinct shades, since for instance even using the exact same paint if you used slightly different pressure and strokes it would result in slightly different shades.
