It's photo shopped. Zoom in. The edges of the house are still and the waves wash in to the stillness and disappear. It's just a loop of water with a cropped picture of a house on top of it

It's actually two static images. The first is the house like you see. The second is static water that is being slid down and than faded out and replaced with the same image again. If you look up above the house you can see two copies of the same ripple that take turns fading into and out of the image.

Not sure which house this is, but there was a similar house on Holland Island in the Chesapeake bay. The island was gradually submerged by the rising water level, and eventually there was just one house left standing with no visible land around it. There’s a few songs and short films about it.

There is one like this near my home in France and more precisely in Coueron. The house is standing alone in “la Loire”.
