Being on the setup screen doesn’t mean it’s never been activated. It could have been reset to factory but may still be attached to someone’s iCloud. If that’s the case it will be in activation lock. The only way to know for sure is to start setting it up. If it is attached to someone’s account it will ask for the password. If it’s not you’ll eventually get to the Home Screen. Good luck

Replied to another comment but I got it setup and it let me login with my iCloud information like a brand new phone. Not attached to any iCloud and no activation lock. So weird.

Crazy. It's in better condition than my 13 Pro Max. Not a scratch on it. Perfect condition. Just so confused how it ended up in the middle of the woods.
