But are you not encouraging iPhone theft by buying black listed phones?

Who ever sold you that phone should be punished one way or the other. If phone is black listed by mistake, get it fixed.

Just because it’s blacklisted doesn’t mean it was stolen - there isn’t an iCloud lock on it and everyone knows how to use that by now. What most likely happened is that the original owner stopped paying their bill to att and sold their iPhone for quick cash or potentially insurance fraud. Att will get their money as the original owner is still dented to them, so no I’m not encouraging theft.

Incorrect. No company will not lift a blacklist until any debt associated with the device is satisfied.

Doubt it most likely the OO went the insurance route so they can cash out and get a phone back. There’s no way for the carrier to undo it then.
