Well you have some other source adding to it click inside there click on your photos area

Maybe you tried to restore from another iPhone with more then 128GB memory and that amount of fotos ?

I doubt it. I’m using iCloud Photo Library and optimize storage on iOS 16.4
iPhone storage shows 1.7 GB for photos.
iCloud storage shows 153.9 GB for photos and videos.

Maybe you can delete some photos and videos or unused software, or just replace an iPhone with a large memory
