Tell them to send you a new SIM? Try a different SIM and see if you can receive messages on that?

I am on ATT and called 511. That may be the same number for ur provider. That fixed it for me.

Sounds like your mobile provider isn’t delivering messages, the reason you’re receiving from iPhones is due to iMessage. Call your provider and ask them?
