So these phones were made years after the original release date? Or were repackaged from boxes that had chargers to boxes that didnt?

They were made after the original release date.
You can still buy an iPhone 12 today from Apple and they still make them.

They are made after release, I just snagged a free iphone 11 from my carrier without a charging brick, brand new device and it came with iOS 16
