They will have to submit the information. Normally the carrier unlocks device 3 months after last payment if still attached to line on account upon request. Definitely helps resale value

Paid for my 14 Pro in full at Best Buy because nobody else had color and size in stock. Best Buy won’t sell unlocked it has to be activated with a carrier and of course previous device on line I activated with wasn’t paid off. Yeah I’m carrier locked until previous device paid off which at $14 month will be year 2026 lol
