Not everyone from out of state has one. Or knows that they can sign up for pay by plate.

Rentals cannot use pay by plate, you must add the rental to your transponder for the rental period.

You don’t need a massachusetts ez pass… I’ve been using my Pennsylvania ez pass for years in New England without any issues. What state doesn’t have ez pass compatible toll roads?
