They are brand new oil tanned leather. But I did put mink oil on them the day I got them. What your seeing as "dry" is just the fibers of the nubuck catching dirt and pollen.

I don't really know shit about leather. I just know my shoes looked weird when I didn't use grease and didn't want you to ruin yours. Good you know what you are doing
