Is it in a basement, or super old building? Looks like they needed room to install a sump pump, and didn’t want to cut the concrete to bury it.

That's the best because it allows you a moment to exert extreme power no matter who you are. If you are sitting on that and someone else enters the room they are instantly your submissive. Everyone deserves 10 minutes of this
