It takes a lot of effort to deal with this type of stuff, so most distributors on both sides don't wanna re-tread over it as the extended editions and other cuts usually come out much later than the theatrical cuts, plus its gonna be expensive. You can include them in the original deal, but like again, its gonna be expensive.
