It’s more realistic to move than to get the absentee-parent of an autistic kid to all the sudden care about noise when she’s not home.

Sure, but neither one is realistic. I think OP is probably just fucked. Only thing I can think of is CPS or the like, they could make a case for suspected child neglect.
