This is literally what happens on Halloween in every city in America for at least the last 30 years (aka my entire life), and probably longer….

You are wrong with this..don’t know where you grew up, but everyone I worked with and lived by, never heard of it and if they saw a car or group that were not from around their neighborhood, they would tell them they are out of candy. I make some calls because you make it sound like this was a thing everywhere. Maybe in the deep city.

Its called trunk or treat. Its a pretty common celebration now and some parents feel its safer than going door to door.
