CT law states that gas stations must provide FREE air for motorists during times they're open. Gas station attendants have a switch inside at the counter (and some air stations have a switch on the side), which disables the payment function.
Many gas stations accept "free" air pumps from private sellers whose "digital diagnostic" pumps are activated by payment. The seller installs and maintains the pump and keeps the profit. The "payment bypass" switch the gas station attendant activates usually inactivates these added "features," but still allows for basic use.

I don’t think you understand. We’re discussing circumstances in which air pumps, all being free by state law, might have more advanced functions disabled in the absence of (optional) payment. Advanced functions that Temporary-Car7981 mentioned in passing, and which I remarked that I had never seen.
