I think its working well. I wish people would remember to bring in their bags instead of constantly buying new ones. I agree about the delivery services needing a new plan, though. I have a bunch from Whole Foods and Fresh Direct (though the fresh direct bags are superior in every so I always use them).

Stores in my state use paper bags for pick up. Just reuse or recycle. We have about 7 or 8 reusable ones that I use every week.

Yes, I do. I'm saying that. there needs to be a better system for people to return the bags we get when we order groceries.
