Phillipsburg doesn’t have a great reputation but I think it’s been coming back lately. There’s a decent amount of stuff to do there and US-22 and I-78 both go right through it so there’s easy access to the city and the Lehigh valley in PA which is a cool area. Easton, across the river in PA, is a really neat town as well. It’s also more blue than other parts of the county.
Washington is just kind of depressing, I walked around the downtown once and I have no interest in going back, although the neighborhoods around it seem nice. There’s also an MVC location there which ig could be convenient. The town is just not really close to anything and other than the bowling alley there’s not really much going on.
But generally it’s pretty rural and scenic - there are a lot of really beautiful areas throughout the county. There also isn’t really much connection to public transportation, if that’s important; the only town with a train station is Hackettstown and there’s not really any connection to the NJ Transit bus network as far as I’m aware.
