With it being more and more common to have trouble finding formula, someone could make some serious money if they created an app that lets you check the stock of all the stores within a certain distance of you for your chosen formula.

Lax regulation around monopolies and mergers Left only a handful of manufacturing plants and one shut down for contamination and recalls due to more lax regulations. IIRC

Short version: the manufacturer of baby formula is heavily regulated by the FDA, industry turned that into a regulatory Capture situation, and monopoly

I believe it started with recalls/contamination of the formula, but I'm not sure if that's the real reason or not.
