I have to imagine the only people there are ones who can't go anywhere else. That area has been hell (more so than it's already high historical average) for twelve years now. No one would want to be there by choice.

Usually the case unfortunately with scenarios like this. Those that can, usually leave, while the ones actually affected are generally the more vulnerable.

A lot faster response than the US has with hurricanes. Hopefully government doesn’t eat up the aide.
