The investigator noted he didn't see anything that would have prevented officers from simply handcuffing Shaver as he was on the floor." Shaver was told if he "make a mistake, we will shoot you.." that power tripping cop couldn't wait to pull the trigger! Fuck!!! That was so disturbing to watch!
