The militarization of the police really starts in the 90s following the LA robber of a bank and the following shoot out where police were literally borrowing hunting rifles from locals to take the two robbers down. At the time standard police issue guns were too under powered to penetrate body armor.

Miami shootout also made it clear that pistols against rifles was a tough way to fight. The sad thing is that the two agents that died were both SWAT qualified and had rifles in the trunk, but didn't get them out prior to engaging the suspects.

All the anti-gun nuts call it a military gun and say civilians shouldn’t have it. (Cops are civilians, they are not a military force, contrary to what they pretend to “think”.)
