The local television news team did something about the problem near me a few years back. They set up hidden cameras at spots where dumping was committed. They had the vehicle plates and the dumped trash contained identifying information that matched up with the vehicle or where they parked it was the same place as the addresses in the dumped trash. Then a reporter and camera crew visited some of the dumpers at home. The news station web site even posted the names and addresses of the illegal dumpers. Some got criminal charges and fines, also judges can order the offenders to do roadside trash pickup work.
