It's some random guys in a militia firing warning shots at NATO troops just to be assholes. Not ideal, but nothing to shit your pants over. Serbia clearly doesn't have control of the situation, but they really don't want a confrontation with NATO.

Russia also wanted their help fighting in Ukraine. Serbia wasn't interested.
