Yes, but the predicted peak of Tokyo population was 2020 so this is still a surprise.
Almost all developed nations have negative population growth without immigration. Japan is very strict on immigration and it's deadly a great place to visit, but not live.

It's a perfectly fine place to live if you live as a Japanese person. Worse if you expect to live an American lifestyle.

Americans and Euro get some tolerance, but if you brown/black they are some of the most bigoted folks you can ever meet.
