Those are called pool halls and arcades. Bars have alcohol.

His point of a bar without alcohol might as well be a restaurant, but fun bars can have games. So, yes, alternatively just like I was saying, there are more options than just being a restaurant as the original commenter suggested such as a pool hall or arcade.
