Yes they're serious because most countries don't have a drinking age of 21. So you were obviously an American.
In Korea their drinking age is 20 in Korean years, or 19 in international years.
I don't know what they will do there but in my province in the 60s the drinking age went up and was grandfathered in, so anyone that was already legal to drink, remained that way

Thousands of people that have jobs and that usually drive to it with a car are suddenly not allowed to drive anymore. People who own weapons or drugs and are suddenly minors again. People who were conscripted into the army are suddenly minors again. People who got married close to age restrictions and are now too young to be married.

Realistically they would just set a date in the future where people can no longer drink at age "20". So anyone who can legally drink still can but there would be a long period without anyone new allowed to drink. People could be 1 day apart, but not allowed to drink together for 9-10 months They could also break it up multiple time to make it less extreme.

This is just because of the way they traditionally counted: a child would be considered 1yo when they were born and it would increase by one the at the 1st day of each year. The Korean government is slowly pushing the use of the standard way of measuring age.
