Although it isn't illegal to take a person's photo in a public place, taking a photo of a woman's cleavage might lean towards harassment or having an indecent purpose to taking the photo.

If it’s just a picture, it is not illegal. If it’s specifically of a woman’s breasts or up skirts, then it is illegal.

In all honesty, your personal idea of your personal space and what the law says are different. If you're standing in a public space waiting for a cab and I take your photo, I'm allowed as long as it's not specifically for commercial purpose with you as the subject of the photo. Like I said, a photo of breasts where that's what is being focused on is a whole other thing.
