That’s flatbush Ave between Albermarle and Regent. That block rarely looks like that. Either 1 of 2 things happened. The rats chewed holes into the garbage bags and they broke while the garbage man picked them up or people threw garage on top of the garbage bags.

I live in the neighborhood. Flatbush Ave and the neighborhood itself has almost always looked like this

Flatbush from Empire and south looks like this and it only gets worse as you get closer to the college or church Ave lol
