Not sure when you're planning this for, but Baltimore Inner Harbor is fun in spring/summer. I love the water taxi.

We took the water taxi around the harbor and got off at random stops, walked around, got good ice cream. Went to the aquarium and looked at the boats. There are some great restaurants and historical stuff.
