Maybe, but it also creates a permanent structure that will never be able to really be expanded upon. It loses its potential energy, so to speak.

I don’t think that’s true. There is still so much infilling to be done in Philadelphia (look at how many parking lots we have across the city).
While we would all love to see every new build being a super-tall, I think we need to fill in those low density gaps first.
Things go more vertical when there’s less horizontal space. There’s still a lot of horizontal space here.
