You can buy it takes months or a year and repeated calls. I'm guessing that's actually what is going on here.

If a vehicle is parked where it's allowed (even for a year straight) and looks road ready - does it really count as abandoned?

They could have a friend who’s a mechanic come look at it, or even illegally pass it without sight
