Is this a 311 call?

Is this a 311 call?
They live in a million $ property so I don't think that would matter...
Put it back in front of their house.
I've been doing that for 4 months
People are terrible. The worst trash offender on my block is a $1.2M single family home with a garage. They bring the trash to the street corner and dump it in the public trash bin, or leave it on the ground for the rats to get at.
I went so far as to get a sign made: Don't put household trash in the public trash bin, please don't put it out until the day before it gets collected. During the citywide cleanup day, I caught the guy who was doing it in the process, and asked him - perhaps this is aggressive - if he understood English, and pointed at the sign. He looked at me and said "Nope" and put his trash bag in the public trash bin and walked away.
Turns out the real trash is the people who live in that house.
311 and fines might get the trick done. I haven't gone that route yet.
Exactly! The wifes like "well my car blocks the trash bag so they miss it" .... You're telling me that on this block that has 20 other residential properties - all with cars in front - that the trash truck manages to gather all of their trash and just skips your house?!
In this case, the truck genuinely doesn't stop at their house. But those motherfuckers have a garage, and a stay-at-home adult son. There's literally no excuse for putting trash on the curb the day after it's been picked up.
Oh no- these asshats are putting it out on actual trash night just four properties away from their house.
Also! I was here early enough to see the truck pick up their fucking trash! So - truly - they can suck a bag of dirty dicks.
Block their door with their trash and leave a note that says “A gross slob who leaves their trash everywhere lives here” or something else to publicly shame them. That is what I used to do with my terrible gross neighbors who left trash everywhere. Bonus: you get to watch them be pissed off about it as they struggle to get out of their house.
Alternatively if they have a back yard you can throw it back in there with a note that says “you seem to have misplaced this so I returned it.”
Good luck. People are awful.

You want them to fine the neighbor $300 or something?
