Thank god another one is off the road (most likely temporarily).

The city really needs to do something about the dangerous drivers.

Guy was obviously up to something else - hence the ninja suit. I wonder if it was something as banal and infuriating as catalytic converter theft (a continuing problem in this neighborhood.)
