November is an afterthought. The more candidates that run, the winner may snag it with just a one percent difference. by joeltheprocess76

The tax is on the books and has been since the 1800's. Philly and other counties stopped collecting it in the late 90's but I think that all city counsel has to do is reauthorize it.
