If you have time, use 311 too. I'm not convinced Spin shares all these issues back to the city, so the city doesn't know the scope of the problem.

Yes. 311 is an invaluable resource. They may seem grumpy but ask nicely (but also seem angry) and shit will get flagged to get done.
