That's not always true. I had a rental car when mine was in the shop a few months back, and when I forgot to renew the temporary permit for one day, I got ticketed at 8pm.
This was in Oakland.

Parts of oakland go to 7 PM. There's also a one hour grace period in Oakland vs the 2 hour grace period in OP's pic (shadyside).
