That says it was colder literally last year and every year before that. In fact it says it was colder every year

I said the real feel is -21 because the real feel is -21f, not the thermometer temp. Bbbbbuuuuutttttt it's -3f thermometer temp in Penn Hills according to the weather channel and it's the middle of the afternoon so we're gonna give away a few degrees before we get any new ones. Let's see where it bottoms out.

Yes, and at -3 at 2pm we're on pace to likely bottom out at the coldest since at least 2015 (-10) and possibly as far back as 1994 (-22). There's no cloud cover. It's gonna get brutal when it gets dark.

I don't think it's hysterical to be worried about very low temperatures, especially when it's combined with high winds knocking out power. People have legitimate concerns about losing heating and/or electricity and the temperature has the potential to continue to fall and wind stay strong overnight. City of Pittsburgh have also opened their warming centers early.
But each to their own I suppose.

OP said real feel was -21, which is an accuweather measurement used to determine how the temperature will feel and affect an individual, taking in to account other factors as well as temperature (https://www.accuweather.com/en/weather-news/what-is-the-accuweather-realfeel-temperature/156655).
Another example of where real feel can be used is how on a very humid day in summer it can feel a lot hotter than it actually is.

Its easy enough to prove. Go film yourself standing outside for 15 minutes in a tshirt. If the windchill isn't actually -20 then you'll be fine. If it is you'll get frostbite. You seem adamant about this point and it seems really important to you so might as well show us what's what.

There's a Wikipedia page that lists the areas generally considered to be part of the area. The Nissan dealer in Moon is even called West Hills Nissan.
