Thank you! This is really what I was looking for - a narrative explanation of how the ballot questions affect the city government's functionality. I found the summary by Helen Anthony that he referenced, too - it's on her website under "Ward Letters" in the letter for October 23, 2022. I knew there had to be people somewhere who had opinions about the ballot questions! Guess I should start reading those political mailers before I toss them in the recycling :)
