No they haven't. It's literally against the law in RI for a bar to have a drink special type of happy hour.

Some places do "appy hour" deals for food. Actual drink specials are illegal, though there's been rumblings about changing that post-COVID. I'm not sure where the legislature left off on the law for it.

Federal Hill Taphouse does $1.50 oysters and half off apps. Durk’s is half off apps on Thursdays. Black Duck is half off apps on Wednesdays.
