I'm not sure about which place but I'd recommend not using the phrase "feddy hill"

I don't know about making friends at restaurants on a Friday night. Isn't the crowd usually families, couples or established friends at restaurants on a Friday night? You might have better luck with the Reddit Beer Club meet up. It's tonight at Moniker Brewery and if it's a bust, cross the street, sit at the bar at Slow Rhode and have a fantastic dinner. I've never been to the beer club meet up, but from the pictures, the crowd might be just what you're looking for.

I will always die on the hill that the best place to make friends in Providence is the bathroom line at Ogies.

I'll raise you the bathroom line at Kimi's. One damn bathroom for the whole place. I was there for Halloween and by the time I got to pee we had formed a tight knit community. I felt like I had seen several generations grow up before my very eyes.

Coincidentally if you go to federal hill you may in fact literally die

Not sure about restaurant, but a friendly bar would probably be Hot Club

That’s not really a good place to meet people really. Super crowded and very loud.

I’ve met quite a few people at Freeplay arcade bar, people are usually very social there

Not sure about restaurants, but I regularly go solo to some small bars and breweries in PVD and have made a bunch of friends at those places. Food is usually more pub food or food trucks though, but I imagine the environment is more conducive to talking to people than a true restaurant is.

Saw somebody mentioned the beer club meeting at Moniker, and across the street is Beer on Earth and Slow Rhode, both nice small places with cool people. Also nearby is Kimi's.

Edit: to add What Cheer Tavern in terms of friendly divey-bar. That's my go-to spot and I'm not sure I've ever seen someone come in and NOT make friends (if you're outgoing enough to talk to strangers).

Sit at the bar at Royal Bobcat! Pretty easy to join in on convos or strike one up yourself and the bartenders are great

OGees! If you’re young like between your 20-early 40s I think you could find some ppl to chat with there. It’s a pretty friendly spot.

Such a hard rule, I had to stop going there and turn in my card when I entered my mid-40s. /s

Seriously though, Ogies is great!

I find that a lot of folks sitting and eating at the bar of a restaurant tend to be pretty open to conversation. However, whether or not they’re people around your age whom you would want to get to know and hang out with in the future is a total crapshoot. I’d honestly recommend just going to a restaurant you’re interested in that has a bar and just go from there. With good meals around you, you’ll always have something to start a conversation or fall back on.

I’m not drawn to Atwells Ave, so I don’t really have many recommendations for Fed Hill. I’ve heard Providence Oyster Bar is good if it’s still there, and I believe there’s a Harry’s Burger Bar if I’m remembering correctly. However, for other areas of the city… If you want something sort of reasonably priced there’s: Salted Slate, Pasta Beach, Diego’s, Avenue N, Y Noodle, LaMei Hot Pot, Black Sheep, Julian’s (for an early night, I think they close at 8 lol). If you’re feeling bougie and don’t mind the prices there’s: Hemenways, Parkside, Al Forno, Oberlin, Gracie’s, Cafe Nuovo (higher priced places will lean towards older crowds generally, though).

The East End and The Point Tavern are both bars but they have kitchens and generally chill vibes which make for starting convos with folks and meeting people pretty easy there. AS220 can be good for that too, especially if they have a little event going on besides music and you can actually hear people talking.

(Edit- wording and format)

If you want to venture to the other side of Providence (technically Pawtucket…), Kismet Improv has House Party tonight which is a super-friendly night of longform improv. There’s a bar and snacks! Lots of expats and people ready to make new friends.
