Yes. I don't use either, but the people who do use them will use them if they're legal to use/possess or not. Regulating them like we do with alcohol/cannabis would make them at least clean.

Decriminalize all drugs, make rehab available for those that want it, make narcan widely available.

And would likely severely drop the prices. Which would hopefully reduce crime as someone won't have to fence a bike/rob someone to get money for a hit.

Absolutely. Drug abuse / addiction is an illness, not a crime. It is reduced by helping and caring for people, not throwing them in jail or fining them.
