This article is talking about installing solar panels over artificial bodies of water (like reservoirs), not covering our oceans with solar farms, which is interesting considering the extent to which we trash our oceans on a daily basis for reasons far worse than clean energy.

I know some places have had good luck with covering metro canals with solar panel roofs. Hot places can also benefit from reduced evaporation in reservoirs.

Haha good point. Imagine if we replaced the great pacific garbage patch with solar panels. I'm sure somebody would say it was terrible.
