Right. Katy was a rice farm before it was Katy, and the whole area around highway 6 and to the west is a flood plain. It was never built on until 20 or so years ago due to that fact. What did they think was going to happen?

Based on the article it sounds like the subsidence is caused by the extraction of underground oil and water
