Bear with me on some history here.

Prohibition in Georgia was a bit weird. Most of the state was aiming for total prohibition, except one little pocket.

Savannah refused to enforce any part of Prohibition. Exactly why, we'll probably never know, but I would say that Savannah was already in its shift from purely a port to a destination city and saw prohibition as a barrier to that goal.

The State of Georgia threatened to step in and enforce Prohibition since the City refused.

Savannah's response?

They petitioned twice to become an independent state, entirely separate from Georgia. I love to think about the alternate timeline where Savannah is free from the bullshit of most of the rest of Georgia (Atlanta, Augusta, and Athens are mostly fine, it's the rest of the state that's a sea of madness and stupidity). It would likely be, essentially, a second American city-state, á la DC, and likely nearly as progressive. Not quite as much, and there's a couple decades that would definitely concern me as to how the city would handle different things, but I can't imagine it being anything but significantly better.
