That's what a city that was initially not built around heavy use of cars does. Short blocks for easy access to neighborhoods and the university, particularly for walkers. Then you've got downtown.

The lights are well-timed and keep traffic moving.

Have you been to division? Ain’t nothing well timed about that. You gotta sit two times longer for a light on national than you do on division even with division being two lanes only it’s still ridiculous cause traffic is always backed up on national.
